🔴 CONFLICT
War, terrorism, civil unrest, and resource competition. Infrastructure is the first casualty of conflict — bridges destroyed, power grids targeted, supply chains severed. The Infrastructure Survival Index (ISI) collapses when conflict exceeds institutional capacity.
🟢 CONTAGION
Pandemic, biosecurity, and disease vectors. COVID-19 revealed how quickly contagion can collapse global supply chains, empty cities, and freeze construction. Health infrastructure ISI is inseparable from economic infrastructure ISI.
🔵 CLIMATE
